Goal
Migrate InfoKotlinProcess from a project plugin to a settings plugin.
The current public usage applies
io.github.cdsap.kotlinprocessin a project build script. The plugin should instead be applied fromsettings.gradle/settings.gradle.ktsso process observation is configured once for the whole build, including multi-project builds, without requiring each project to apply the plugin.Fixes #142
