Update from code changes: takedown success rate metric

Summary

Documents the new takedown success rate metric that shipped end to end: the POST /metrics/takedown-success-rate v2 API endpoint, the JavaScript SDK method getMetricsTakedownSuccessRate, and the new dashboard Metrics page chart.

Changes

• New API reference page external-api/metrics-takedown-success-rate covering the first-filing cohort semantics, successRate vs resolvedSuccessRate, UTC date handling, optional filters, takedown-success-rate feature-flag gating (403 when off), and a curl + SDK example.
• Added the page to the Metrics group in the API reference navigation.
• Updated the Metrics concepts page to describe the takedown success rate breakdown alongside the existing median time-to-takedown material.

Updates the Metrics concepts page so timelines/speed and the Takedowns relationship sections cover takedown success rate by asset type and link to the new endpoint.
