Agent instructions now live in the root AGENTS.md, so the separate Copilot instructions file is removed and the local .bot README points there instead.
Moves the xUnit v3, test SDK and code coverage packages to their latest stable releases to keep the test toolchain current.
Builds the documentation image on the DocFX 2 builder and serves the output through a dedicated nginx configuration, with separate member pages, the ms-style template and a sitemap for stable documentation URLs.
