[Windows] Silent mode restores std::cout and std::cerr buffers fails #501

As requested here #497 (comment) I am opening up an issue about the fact the Silent mode restores std::cout and std::cerr buffers test fails on Windows. This is almost certainly due to the fact things such as std::cout and std::cerr don't work for clang-repl on Windows. There are a few avenues being pursued to fix Windows support, one recent one being llvm/llvm-project#213568 , in which the person who opened up the issue claimed to have an experimental branch of llvm where clang-repl worked on Windows (at least to some extent).
