Scope
Pin the shared build toolchain to Rust
1.99.1inrust-toolchain.tomland the centralized CI setup action. Keep the fuzz job on its intentionally dated nightly override, updating its comment to reflect the stable pin. Update therust-overlayflake lock so Nix resolves the exact toolchain.Verification
