Moves the reusable packaging workflow from gnustep-packager v0.1.2 to v0.1.3 (tag c642773, commit 00555f6) in release.yml and package-windows-preview.yml.

v0.1.3 adds gnustep-packager #66: the AppImage and MSI launchers no longer make the plain value after a -Key option absolute. Found in the Linux 0.3.2-rc1 round: ./ScreenshotTool.AppImage -GSTheme GNUstep run from a home folder with a GNUstep directory passed -GSTheme /home/<user>/GNUstep. It also pins the workflow's default AppImage runner to ubuntu-24.04, which release.yml already passes (#304).

The vendored updater needs no sync: v0.1.3 changes nothing under updater/ since v0.1.1 (23f1708), which third_party/gnustep-packager-updater is synced from.

For 0.3.2-rc2.

v0.1.3 adds gnustep-packager #66: the AppImage and MSI launchers no longer
make the plain value after a -Key option absolute. Since v0.1.2, running
ScreenshotTool.AppImage -GSTheme GNUstep from a home folder that holds a
GNUstep directory passed -GSTheme /home/<user>/GNUstep. It also pins the
reusable workflow's AppImage runner to ubuntu-24.04, which release.yml
already passes. Its updater is the same as v0.1.1's, which the vendored
copy is synced from.
