docs(bootstrap): machine config に入るコメントを直す - #640

#637 の見直しで残した、machine config (inlineManifests) にそのまま入るコメントの直し。
infisical-values.sops.yamlの 2 つ目 (infisical-secrets): 英語のコメントを日本語に、../../.sops.yamlを../.sops.yamlに。SOPS は暗号化した値だけを MAC で見るので、コメントを直しても復号できる (手元でsops -dを確かめた)apiserver-rbac.yaml: もう無い bootstrap-apply.yml と Applicationbootstrapの経緯を消すオブジェクトは変わらず、コメントだけ。 ただし描いたものは変わるので、マージ後に apply-config と upgrade-k8s で当て直す (コマンドは会話で渡す)。
