fix(iam): Let organization viewers run resource searches - #302

The viewer, editor, and owner roles inherited no search role, so members held no resourcesearchqueries.create and every project search was denied. Viewer now inherits the searcher role, which carries only that permission. Editor and owner pick it up through viewer.

Problem
Organization viewers, editors, and owners get a 403 when the portal runs a project search. None of the assignable organization roles inherit a search.miloapis.com role, so no member holds
search.miloapis.com/resourcesearchqueries.create.Solution
Add
search.miloapis.com-searcherto the viewer role's inherited roles. Editor and owner already inherit viewer, so they get it too. The searcher role grants onlyresourcesearchqueries.create, which is all a search needs.search.miloapis.com-viewerwould also grant get, list, and watch on ResourceIndexPolicies, which members don't need.Refs datum-cloud/cloud-portal#1619
