feat: Add the alb plugin to the catalog - #68

The network-services-operator repository publishes the datumctl alb plugin, which creates and manages Application Load Balancers. This is its first catalog entry, pinned to v0.29.0, so `datumctl plugin install alb` can find it. The release workflow in that repository keeps this entry current from here on, since update-plugin-index rewrites an existing manifest but cannot create one.
