feat: advertise running microinit services over watch - #9

Connect to microinit {type:watch} on the control socket, map microdns-*
labels to DNS-SD entries, and reconcile only running services. Keeps
last-good ads across reconnects; retry.microinitReconnectMs is separate
from the legacy retry.microinitMs poll alias.
