Fixes the OpenVINO Linux GPU MLIR CI build (openvinotoolkit/openvino#38744). The workflow passes LLVM_CMAKE_ARGS=-DMLIR_ENABLE_BINDINGS_PYTHON=OFF, but build.sh at this pin ignored it. With Python bindings forced on, the LLVM configure step failed:

MLIRDetectPythonEnv.cmake:68: not found (install via 'pip install nanobind' or set nanobind_DIR)

Changes to scripts/build.sh:

  • Append LLVM_CMAKE_ARGS/GC_CMAKE_ARGS to the LLVM/GC configure and include them in the build hashes
  • Disable LLVM assertions for Release builds; disable LLVM_USE_PERF
  • Use CMAKE_BUILD_PARALLEL_LEVEL for MAX_JOBS
  • Refetch the pinned LLVM commit on GitHub Actions; read only the first line of llvm-version.txt
  • Find llvm-lit in the LLVM install tree and skip 0-byte files truncated by the CI cache
  • Pass LLVM_DIR to the GC configure; disable ccache for configure checks
