Adds toqito to the Development Tools section (alphabetically, after Tequila).
toqito is an actively maintained, open-source (MIT) Python library for quantum information theory: entanglement and separability, nonlocal games, quantum state and channel distinguishability, and related SDP-based tools. It is already listed on qosf/awesome-quantum-software under "Quantum tools".
