We've deprecated the v24 release line, but Renovate still lists `release/v24.1` in `baseBranches`, so it keeps opening patch PRs against it (e.g. #9493). Closing them doesn't help: Renovate only skips that exact version and opens a new PR at the next patch release.

This drops `release/v24.1` from `baseBranches` along with the two package rules scoped to it. Renovate now targets `main` only.

After merge, Renovate's stale-branch pruning should close #9493 and delete `renovate/release/v24.1-v24.1-patch` on its next run. If it doesn't, we'll close and delete them by hand.
