The old billing URL /billing/core-billing/details/ 404s. Sibling pages already alias /billing/core-billing/*; add the same for details. Fixes docker#26092

Description
`/billing/core-billing/details/` currently 404s. Sibling billing pages already keep `/billing/core-billing/*` aliases (e.g. payment-method, history). This adds the matching alias on the billing details page so the old URL redirects to `/subscription-billing/manage/details/`.
