publish.py: do not retry an aws lambda invoke that exits 252 or 253 #1335

fleet/coord/publish.py retries a failed aws lambda invoke after 60 s, up to 10 times (#1334). An exit status of 252 (bad command syntax) or 253 (bad configuration) means the CLI rejected the call before invoking anything, so retrying it only delays the job's failure by about ten minutes. Re-raise those two at once and keep retrying the rest, with a test in ReleaseInvocationTests.
