When EC2 tiles make the fleet awake before the last GPU host finishes booting, the driver drops its final running observation. Publish the already-collected inventory on every pass and let the core own the wake-history window, so the host receives its booted timestamp.

Validation: the WebSocket regression failed twice before the change; all 115 focused coordinator and certificate wire tests pass on the exact head. Formatting and diff checks pass. This follows #1282, which merged while this final reduction was being tested.
