Versions of Erlang/OTP 26 and later reported errors when starting through scripts generated by release on windows platform

In versions of Erlang/OTP 26 and later on the windows platform, werl.exe no longer exists. erl.exe can be directly used to start Erlang

Considering our current 2 versions policy on Rebar3, I imagine we could simply remove werl.exe wholesale and stick to erl.exe
