Add Capsuleers.IA to community tools

Adds docs/community/capsuleers-ia/ — a desktop EVE assistant that runs a local, GPU-accelerated language model over a retrieval-augmented index of EVE knowledge and answers with cited sources. It also does offline Pyfa-parity fit analysis, clipboard Local/D-Scan intel, and pilot intel resolved through ESI.

Listed as a service: an end user installs it and uses it directly.

It is the AI-enabled sibling of Capsuleers.Intel (submitted separately, #317). The two share the clipboard intel features and the interface; this one adds the language models and the knowledge index, which is the difference in download size and the reason they ship as separate builds rather than one. The first paragraph of each page states the distinction.

Against the listing requirements:

1. EVE related — EVE Q&A over an EVE knowledge index, EVE fit analysis, EVE pilot intel.
2. Developer License — unofficial, non-commercial, free. Static game data is used under the EVE Online Developer License Agreement; the full trademark and non-endorsement notice is carried in the repository. Source is MIT, third-party material documented in THIRD_PARTY.md.
3. Public — public GitHub repository with public installers on Releases.
4. Production ready — packaged installers for Windows and Linux, one per GPU backend (CUDA, Vulkan), with in-app auto-update.
5. Public for at least three months — first public release 2026-06-02.
6. Actively maintained — most recent application release 2026-09-16, with the knowledge index republished on a daily schedule.
