Update stand-alone RadCal program for new compiler

The latest release version of the RadCal stand-alone program is fairly old. and the compiler still calls for the ifort compiler. I changed the makefile but I don't know how to create a new release. Also, a new user could not run the program because she was missing the lib libiomp5md.dll. We added this file to the working directory and it worked. Do you know how to statically build on Windows so that this lib can be included in the executable?

I don't know if that can be statically linked. We distribute fds with that same dll.

RadCal runs quite quickly. We could just not compile with openmp.

I didn't realize we were compiling with OpenMP. Let's not.

I'm editing the windows and linux scripts to detect the compiler like we do for fds and removing openmp. I'll test the windows and linux build once I am done.

This PR (#27) updates the various build scripts to use the FDS options. I tested win, win db, linux, and linux db. I have edited the osx sh files but could use someone to test those @rmcdermo @cxp484 @marcosvanella

Do you know what Start_Radcal.py is supposed to do in the Examples folder. Looks like a plotting script.

That Start_Radcal.py was added by Hadi. I agree it looks like some kind of plotting script. He pushed up some stuff related to changes in the handling of soot. This file probably was used for the plots in that work.

Hi Jason, I’ve successfully compiled both intel_osx_64 and intel_osx_64_db on excess (an Intel-based Mac). I can see the object files were generated. Given that the latest Intel compilers no longer support macOS, I’m not sure there's a need to include GNU targets for macOS.
