…009, roadmap 01 Phase A) Accept ADR-0009 (workspace crate split and shared watch layer) and land roadmap 01 Phase A with no behaviour change: - Root Cargo.toml is a virtual workspace: [workspace.package], [workspace.lints] (unsafe_code = "forbid"), every dependency pinned once in [workspace.dependencies], build profiles. - src/ moves to crates/bindy/src/; Rust integration tests to crates/bindy/tests/. Shell suites stay in tests/. - New crates/bindy-api leaf crate: crd, crd_docs, constants, labels, selector, status_reasons, plus the crdgen/crddoc bins behind a `crdgen` feature. bindy re-exports the modules so existing paths resolve. - Makefile, skills and workflow path filters follow the new layout; cargo-deny allows path-only workspace dependencies. - CALM: operator node and operator-watches-api relationship describe the workspace and shared watch layer. - Roadmap 01 re-measured (about 59 watch streams, not 36; shared-stream APIs need kube's unstable-runtime-subscribe feature) and Phase A ticked. CRD YAMLs are byte-identical and the test count is unchanged (1597 passed, 95 ignored). Signed-off-by: Erick Bourgeois <erick@jeb.ca>
