Summary

Migrates 5 composite actions from flagos-ai/FlagGems/.github/actions/ to flagos-ai/FlagOps/actions/ for organization-level sharing and generalization. Adds READMEs for each action and updates the main README.

Actions added

Action Source Change
checkout-retry FlagGems direct port No change
checkout-pr FlagGems + generalized Added gh-version + gh-mirror-url parameters
robust-checkout FlagGems direct port No change
setup-project Generalized from setup-flaggems setup-script, vllm-version, vllm-backend-prefix, layer1-packages-pattern, gpu-check-script parameterized
run-ondemand-test Generalized from ondemand-test FlagGems-specific inputs replaced by test-command + artifact-name + comment-message-id

Analysis & optimization notes

Issues found in FlagGems source

  1. checkout-retry pins actions/checkout@de0fac2e...# v6.0.2 — there is no public actions/checkout v6; this SHA should be verified or updated to a known stable release. Carried over as-is pending verification.

  2. setup-flaggems hardcodes VLLM_VERSION=0.21.0 — moved to the vllm-version input so callers can upgrade without touching the shared action.

  3. checkout-pr hardcodes the internal CDN URL — now a gh-mirror-url parameter with the CDN as default; consumers outside the internal network can override it.

  4. ondemand-test embeds FlagGems tool paths (tools/run_tests.py, tools/psum_text) — moved into the caller's test-command, making the action project-agnostic.

  5. setup-flaggems uses snake_case input gpu_check_script — renamed to gpu-check-script (kebab-case) to match the rest of the org's convention.

Org-level sharing assessment

  • checkout-retry and robust-checkout: ready for immediate reuse with no project-specific assumptions.
  • checkout-pr: ready for reuse; the mirror override makes it viable for teams outside the internal CDN.
  • setup-project: reusable for any project following a setup.sh <backend> convention. The vllm layer-integrity logic is opt-in.
  • run-ondemand-test: fully generic — any project can pass its own test command. The artifact + PR comment plumbing is stateless.

Next steps

A follow-up PR to flagos-ai/FlagGems will update command.yaml and backend-test.yaml to reference these shared actions instead of the local copies.

Migrates 5 composite actions from flagos-ai/FlagGems/.github/actions/
into flagos-ai/FlagOps/actions/ for organization-level sharing and
generalization.

Actions added:
- actions/checkout-retry: wraps actions/checkout with up to 3 retries
and 30s sleep between attempts; direct port from FlagGems
- actions/checkout-pr: installs gh CLI and checks out a PR branch by
number; adds gh-version and gh-mirror-url parameters so the download
source can be overridden from the hardcoded internal CDN
- actions/robust-checkout: SSH→HTTPS rotation with hard-kill probes
and throughput-based transfer judging; direct port from FlagGems
- actions/setup-project: generalized from setup-flaggems; setup-script,
  vllm-version, vllm-backend-prefix, vllm-safe-deps-script,
layer1-packages-pattern, and gpu-check-script are all parameterized
- actions/run-ondemand-test: generalized from ondemand-test; FlagGems-
specific op/backend/runner/existing inputs replaced by a single
  test-command string; artifact-name, artifact-path, and
  comment-message-id are fully parameterized

README updated with:
- full action catalog organized by category (checkout, setup, test,
  report, notify)
- decision guide for choosing the right checkout action
- containerized-runner usage note (must use fully-qualified refs)
