Accept ADR-0001 to ADR-0010 and link the announcement #2435

Goal

The bootstrap pull request (#2413) is merged, so the architecture decision records it added should move from proposed to accepted, following the process in ADR-0001. The announcement (#2414) now exists, so the README and the issue chooser can link it directly instead of a filtered issues list.

Changes

• docs/adr/0001 to 0010: Status line changes from proposed to accepted.
• docs/adr/0011: stays proposed. Its own text says the spike outcome is written in before acceptance (Admin shell and component set #2434).
• docs/adr/README.md: Status column updated to match.
• README.md: the Community bullet links FluentCMS v2: an AI-first headless CMS, rebuilt from scratch #2414 directly.
• .github/ISSUE_TEMPLATE/config.yml: the "v2 announcement and roadmap" link points at FluentCMS v2: an AI-first headless CMS, rebuilt from scratch #2414.

Acceptance

• ADR-0001 to ADR-0010 show accepted; ADR-0011 still shows proposed with its open point.
• The README and the issue chooser open FluentCMS v2: an AI-first headless CMS, rebuilt from scratch #2414 directly.
• Markdown lint passes.
