User problem and use case

1. toolbar的+ - 按钮，在点到最小值/最大值时，会隐藏+ - 按钮，然后 xx%模块会移动到鼠标所在位置，如果点的快，就会回到100%；
2. toolbar的1:1 没有配置项可以配置隐藏，点第一下 + - 按钮，1:1才会显示出来，且将 + - 按钮挤走，鼠标还得移动一下才能继续点 + - 按钮，不方便操作；并且点1:1跟点前边的百分比都可以实现恢复到100%, 感觉1:1可以不要；
3. pdf 也存在放大缩小功能，如果系统需要设置统一使用toolbar的放大缩小功能时，无法把pdf的 放大缩小功能隐藏掉。

Proposed outcome

1. toolbar的 + - 按钮建议一直显示，到最小/最大值时，按钮置灰不可点；
2. toolbar的 1:1 建议可以通过配置设置是否展示；
3. pdf的 放大缩小功能建议可以通过配置设置是否展示。
