MIT alone is permissive enough for almost everyone, but it carries no express patent grant. Apache-2.0 does, and some review boards will only clear a dependency that offers one. Offering both at the user's option costs nothing and removes that as a reason not to adopt.

The licence file becomes LICENSE-MIT, LICENSE-APACHE joins it, and the package metadata moves to the PEP 639 SPDX expression MIT OR Apache-2.0. Where a License :: classifier was present it is dropped rather than joined by a second one, since PEP 639 deprecates those in favour of the expression.

Part of a set doing the same across the other repos.
