revert(deps): revert changesets/action bump to 2.1.2 - #149

Reverts 0c77a75 and restores the previous pinned SHAs: v2.1.1 in pre-release.yaml and v1.9.0 in release.yaml. The pre-release.yaml version comments said v1.7.0 although the pinned SHA is v2.1.1; correct them so each comment matches the pinned commit. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
