chore: remove four uncalled dev-tier flags - #66

Delete hasCompliance, hasAdvancedAgentDetection, hasMultiProject and hasEnforcementFields from tier.ts. None had callers in src; only test mocks referenced them, which are cleaned up too. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

hasEmbeddingsalso has no callers insrc, but it is pro/dev rather than dev-only, so it is left alone.Tests: no new tests (pure dead-code removal).
