feat(settings): give each plugin a settings store for the workspace it serves, with secrets encrypted - #311
Each plugin gets a settings store, sdk.SettingStore, for the workspace each call serves. The values live in a new core.settings table, and each plugin's keys sit under plugin.<id>., so no plugin reaches another plugin's settings or the core's.
A secret setting is encrypted with AES-256-GCM under ALPHONE_ENCRYPTION_KEY and tied to its workspace and its key. A plain read never shows it, and a copy moved to another workspace or key does not open.
ALPHONE_ENCRYPTION_PREVIOUS_KEYS lists older keys, so a new key can replace the old one and older secrets still open.
Without a key the server still starts, and a secret write or read answers an error that names the variable. A malformed key stops the server with an error that names the variable and never shows the key.
Plugins can encrypt values in their own tables through sdk.Encrypter, tied to the workspace, the plugin and a purpose.
The user settings store now tells an unset value from an empty one.
A new docs page for plugin authors, and the key's setup, replacement and backup in the operator docs.
Why
The environment file holds one value for the whole server, so a plugin had nowhere to keep what each workspace chooses, such as its mailbox address and password.

Summary by CodeRabbit
New Features
Added workspace- and plugin-scoped settings, keeping values and secrets isolated between workspaces and plugins.
Added encrypted storage for plugin secrets, with support for rotating encryption keys while retaining access to secrets encrypted with previous keys.
Plain settings remain available when encryption is not configured; secret operations report an error if no key is available.
Documentation
Added guidance for configuring encryption keys, backing them up, and restoring or rotating them safely.
The PR adds workspace-scoped settings storage for plugins, AES-GCM encryption for secrets, and support for current and previous encryption keys. It wires settings stores and encrypters into plugin composition, updates the user-settings API, and adds tests and documentation.
Adds AES-GCM encryption with associated-data binding and decryption using current or previous keys. Configuration parses and validates the keys. The SDK adds the plugin encrypter contract.
Adds tenant-scoped persistence and a settings store with separate plain and encrypted values, plugin key prefixes, and transactional writes. The user-settings API changes to Lookup and Save, with Lookup reporting whether a value exists.

Explanation
Issue #304 coding requirements are covered. The PR adds workspace- and plugin-scoped setting stores, bulk saves, individual reads, plain/secret type separation, tenant/plugin/key binding, AES-256-GCM encryption, key rotation, missing-key handling, plugin-table encryption, and unset-versus-empty user settings. The documentation states that stored values override environment defaults for the default workspace. Unit, PostgreSQL, wiring, and feature tests cover these behaviors.

Explanation
The changes stay within issue #304. The migration, database queries, SDK interfaces, wiring, encryption package, user-setting API update, tests, and documentation directly support the requested settings, encryption, isolation, fallback, and backup requirements. No unrelated change is demonstrated.

🔴 High risk · The new settings migration and secret-storage path could expose or misbind workspace credentials if tenant scoping or encryption binding fails.
Adds per-workspace plugin settings through a new sdk.SettingStore backed by a core.settings table, with secret values encrypted under ALPHONE_ENCRYPTION_KEY and key rotation supported via ALPHONE_ENCRYPTION_PREVIOUS_KEYS. No issues found.

Remove the non-docblock heading above the error variables.
Go comments in this repository must be docblocks that start with the name of the declaration they document. // Encryption errors. starts with neither a declaration name nor a docblock form. Each error variable already has its own docblock, so the heading adds no information and should be removed.

Remove the invalid group comment.
The repository requires Go comments to be declaration docblocks that start with the documented name. This comment is a section marker, so remove it or add named docblocks for both constants.
