Updated the library to support new Mali prefix: 85

Regenerating metagen file failed, hence I had to introduce a manual fix to unblock users.
When the generating from the source https://github.com/googlei18n/libphonenumber.git works the manual fix can be removed.

Update libphonenumber to support more valid prefixes.

Context: The original repo is not supported for at least a couple of years, but I found another fork: https://github.com/dbhoot/libphonenumber/tree/master
And that guy created nice PR with supporting more prefixes 2 weeks ago, that unfortunately highly likely will never be merged. So I just grabbed those updates right from that repository and updated our one.
