The required check relative links and anchors resolve is red on the default branch v5 tip and on every open PR rebased on it, so it is one repository incident rather than per-PR failures.

Cause

#14657 added lines to RankActionableIssues in src/pkg/github/client.go, pushing the AgeMinutes comparison to line 4691, outside the 4676-4686 range (slack 2) cited by src/docs/scale-envelope.md:37. check-docs-citations.py --fix only covers api-reference.md, so the drift was not auto-repaired.

Fix

Re-anchor the citation to the function's current extent (4676-4693). Fix PR follows. Affected PRs should go green on their next run against a repaired base without any change of their own.
