Finding: worksource_identity.go closed-snapshot skip not requested by #14814

forEachActionableIssue (worksource_identity.go:108) now drops state=closed entries from task selection/admission queue. Not in #14814's proposed fix but adjacent to its #14787 case (PR opened against an already-closed issue) and now named in changelog.d/fixed-14814-supersession-stage.md. Advisory; no test covers it in this PR.

    Duplicate of #14868: same finding (the state=closed skip in forEachActionableIssue, src/pkg/dashboard/worksource_identity.go), same evidence line. #14868 is correctly blocked on the still-open #14821, which carries that change; #14862 (this item's blocker) closed without merging and the skip is not on v5.
