Closes #14460

The IsBenignMessage doc comment listed only the i/o timeout rule, benignSubstrings, and the pending-expiry notification, while the function body also exact-matches the GitHub API quota messages (#14346) and the CI-gate refusal message (#14364). This comment-only change rewrites the doc comment to describe the exact-message exclusions generically, so it remains accurate as the function body grows. No behaviour change; no changelog fragment needed.
