functionSpans (scripts/coverage-floor.test.mjs:81-91) matches only [export ][async ]function … { declarations, as #287 specifies, so a top-level const siteHas = (path) => { helper at scripts/issue-forms.test.mjs:125 is not under the ratchet. Consistent with the issue's stated scope; possible follow-up to extend spans to top-level arrow consts.
