Publish the reusable NARF workspace as a synchronized 0.1.0 component graph for custom kernels and out-of-tree extensions. Add registry fallbacks to local path dependencies, package metadata, deterministic dependency-ordered release tooling, CI preflight, and signed-tag release automation.

Keep xtask and validation-only helpers private, handle the separately rooted narf-libc explicitly, and document the native package and custom-kernel workflows.
