Fresh GhostGet releases have no previous Latest release. Require an authenticated exact 404 that agrees with the complete published-release inventory, then retain the exact file, immutable publication, original-attempt recovery, and final Latest checks.
Bind release admission to the fresh CodeQL workflow identity without changing the four-language or exact-source requirements. Update the publishing guide and claims, and remove remaining historical X implementation notes from the public KB.
Validation: all 150 release tests pass, including the first-publication regression and the existing stateful publisher, byte-integrity, recovery, and source-admission laws. Typecheck and the claims check pass. Complete Required CI and four-language CodeQL on this head remain the integration gates.
