Bumps pyproject.toml and identark.__version__ to 1.3.0, and moves the Unreleased changelog entries into a dated [1.3.0] section.

Why 1.3.0

The changelog commits to semantic versioning. Since 1.2.1 there are new features and no breaking changes, so this is a minor release.

The public API of the v1.2.1 tag and main was compared by importing both:

• Removed: nothing.
• Signature change: one, backward-compatible. ControlPlaneGateway.__init__ gains an optional history= keyword.
• Added (26 names):
  • request_capability / get_capability_execution and CapabilityProvider (stripe, paystack, github, aws) (feat(control-plane): request governed actions, including Paystack #8)
  • zero-retention history mode: history, history_mode, clear_history() (feat(gateway): zero-retention history mode for ControlPlaneGateway #7)
  • ManagedToolsClient, ManagedExecution, ManagedToolsError
  • structured CredentialSession (fields, kind, category) via resolve_credential

Checks

• python -m build produces identark-1.3.0.tar.gz and identark-1.3.0-py3-none-any.whl.
• Wheel metadata: version 1.3.0, License: MIT plus the MIT classifier, Requires-Python >=3.10. managed_tools is included and tests are not.

After merge

Tagging v1.3.0 on the merge commit runs publish.yml, the single PyPI trusted publisher (OIDC, environment pypi).
