A decoder might or might not want to verify that the sequence of bytes in a UTF-8 string (major type 3) is actually valid UTF-8 and react appropriately. https://www.rfc-editor.org/rfc/rfc8949.html#section-5.3.1

Most likely one wants to validate the strings are UTF-8. It should be a flavor setting though.
