docs: record libtailscale#60 and its tracking issue in the Upstream section - #49

…ection libtailscale has issues disabled, so the problem statement lives in tailscale/tailscale as #21036, matching #20992 for libtailscale#57 and #20997 for #58. The README entry carries the measurement rather than the assertion: gating the listener API moves the floor from iOS 18 / macOS 15 to iOS 17 / macOS 14, and the next constraint after that is ProxyConfiguration, not the listener. Also records the delete-on-merge rule for patch 0003 next to the same rule for 0002, so the two are read together. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
