[SYCL][E2E] bindless_images/vulkan_interop/external_semaphore_regular_cl.cpp fails intermittently on Linux Arc #23549

bindless_images/vulkan_interop/external_semaphore_regular_cl.cpp, added in #23399, fails intermittently on Linux Arc GPUs with Level Zero:

The test submits a single_task that sets a marker, then ext_oneapi_wait_external_semaphore, and expects the marker to be set before Vulkan signals the semaphore. In the failing runs the marker isn't observed, so the check at line 114 fails.
