Fix OpenCLOptTable build: port to LLVM's rewritten OptTable API - #887

LLVM commit 40a6a441e7a9 ("[Option] Emit the Info table from TableGen.
NFC", #224508) removed GenericOptTable and the OPTTABLE_STR_TABLE_CODE/
OPTTABLE_PREFIXES_TABLE_CODE generator macros in favor of a single
OptTable::Tables struct produced by OPTTABLE_CODE. Update OpenCLOptTable
and OpenCLCompileOptTable to construct from optionTables() instead of a
hand-built OptTable::Info array.
