Client push blocks on validation despite server validation being disabled

Problem

Disabling automatic validation in the server configuration does not stop simdb simulation push from rejecting simulations against the server's schema:

error_on_fail = False

Reproduction

1. Configure the server as above, retaining a nonempty validation schema.
2. Load the configuration on the server.
3. Push a local simulation that does not satisfy that schema:

simdb -d simulation push <Server> <simulation-uuid>

Observed error in my case:

Simulation does not validate: {'global_quantities': [{'b0': [{'value': ['Values are not less than 0']}], 'ip': [{'value': ['Values are not less than or equal to 0']}], 'r0': ['required field']}]}

The client stops before uploading the simulation.
To overcome this I need to put empty schema in this file ./validation/iter_scenarios_validation.yaml
