… PR lanes) Pins all three owner mirrors at release 2026.8.32 and routes pull_request/merge_group lanes (validate request, gates, contract) plus the ci-required aggregator to GitHub-hosted runners, so PR checks no longer depend on the degraded Velnor self-hosted fleet.
