参考社区 #149（@rwzdk）的地区格式问题分析及回归样例，提供独立的保守兼容替代草稿。不采用其 HALF_UP 精度方案，不关闭或修改原 PR，不应把两种实现同时合并。
范围与明确不做
相对 dev，生产修改仅为 DecimalFormatSymbols(Locale.ROOT)，保留原 double 和 HALF_EVEN 数值行为。
大额浮点精度问题仍未解决；精确 BigDecimal 舍入需独立业务契约确认，不混入本草稿。
验证
JDK17 本地 payment reactor 23项通过（core13/MQ4/query6）。工具及真实 AlipayRefundService.query（mock渠道）验证旧值1.125→112、1.115→111、2.675→267分；验证德国Locale、匹配/不匹配/缺失/渠道失败/查询标识。大额精度测试明确记录现状WAITING，不伪装已修复。
命令：mvn -B -pl jeepay-payment -am test；本地容器使用标准启动ByteBuddy javaagent。git diff --check及patch检查通过。远端CI待本head运行。
不连接真实渠道，无生产/凭据/部署/权限改动。请按“仅Locale修复”评审，不能称整个#149完成。

2c6e6662dae728e266bfc9fec49d64044aafb19d已 completed/success；Shell 安装脚本断言与 Maven 编译（含 JDK17 编译/测试编译/单元及授权回归）均通过。以上替代前文创建时“待运行”的状态。远端文件已与本地已测试版本逐一比对一致。保留草稿供维护者审核，CI 通过不消除上文业务/渠道边界，也不授权自动合并或发版。
