ci: ccache for every build type, Ninja on Windows (0162) - #464

Builds compiled everything from scratch in every job (macOS build steps grew from 47 to 166 job-minutes between Oct 3 and Oct 11) and MSVC built serially with NMake. Before: every CI job compiled the whole tree from scratch. macOS build steps summed to 47 job-minutes on 2026-10-03 and 166 on 2026-10-11 (
macos-15 C++23 Debug16 -> 46 min), the master macOS workflow took 57-150 min, and MSVC built serially with NMake (15-20 min per job). Six macOS jobs also queued behind the free plan's 5 macOS runners.After: Linux, sanitizer, macOS, Windows, Conan and fuzz jobs restore a per-job ccache (
.github/actions/setup-ccache). Windows builds with Ninja in parallel, with/Z7so ccache can cache MSVC objects. macOS runs 4 jobs instead of 6 (three Release rows plus one Debug on macos-15 C++20).Measured on this PR (same commit, cold run, then re-run with the cache the first run saved; build step per job)
Cold runs include queueing behind other runs. Warm numbers need a cache: PRs restore master's, and only master pushes save it, so a PR is warm once this lands and master has run once. During measurement this branch saved too; that is removed in the last commit.
Left out (docs/tasks/0162): CodeQL (a cache hit hides the compile from its extractor), benchmark (path-sensitive instruction gate), coverage (.gcno with ccache).
