Summary
Adopts the ZCode Desktop 3.16.3 artifact. The bundled runtime remains 0.17.0, so no patch re-anchoring was needed.

Desktop 3.16.3 makes
commitForkBundle,commitSharedContextImportBundleandtransitionSharedContextImportcommit synchronously: upstream removed theawaitcalls betweenbegin immediateandcommit(the release-note fix for concurrent multi-session writes).test/node/sqlite-recovery.test.cjsasserted the old async window (isTransaction === trueimmediately after the call), which no longer exists. It now asserts atomic completion and no extra retries instead. The adjusted test also passes on 3.16.2, so it can land independently of the lock bump.Testing
