feat(settings): more visual settings - #38

The idle up/down drift of portrait cards becomes a toggle in the wallpaper behavior group, with a 0-300% amplitude slider. The renderer applies the multiplier each frame, so changes apply live without a template reload; turning the toggle off maps to an amplitude of 0.
The template-scoped settings card becomes three cards — portraits (effect/drag/sway), parallax & background, and performance — each with a bold group header, ready for future settings to slot in.
Portraits get a -30..30 degree tilt offset (default 0 = template angles) applied live in the renderer, plus a switch choosing whether the two columns mirror the offset (symmetric) or lean the same way. The portrait group label no longer duplicates the effect label (立绘特效 -> 特效), and the frame-rate card loses its 'performance' header since the notion fits most settings.
