Synchronize ownership state during initialization.
_save_ownership_data replaces the file before directory fsync. After that fsync fails, a normal process restart resets _file_state_indeterminate to False and loads the replacement through _load_ownership_data(). Startup does not call _read_and_sync_ownership_data(). File-backed authorization can therefore resume before directory synchronization.

Context
Addresses #2527 (review).
Depends on #2531. It remains open, so this branch includes its cherry-pick as a prerequisite; merge #2531 first. The follow-up fixes are commit ba5e00a.

Concurrency boundary
Following the suggested snapshot approach, aliases claimed after deletion resolves its snapshot are outside that deletion. They are not silently revoked without upstream cleanup. This does not provide a transaction spanning Langflow and local storage.
No live-stack smoke run performed.
