feat(i18n): add Japanese, Korean and Russian prompt catalogs - #83

LICH_PROMPT_LANG values ja, ko and ru select new catalogs in hooks/prompt-text.js, translated from the English source. The catalog parity test now covers the three new locales, and the mod-control assertion accepts their wording of the send hint (contract change: new languages).
