chore: 未使用のテンプレ種別（static-html・base-overlay）とhtml stackを削除する

概要

使われていないテンプレ種別を2つ削除します。

• static-html型とstackのhtml: LPテンプレのHTML版をCLIで配る計画（feat(lism-cli): LP テンプレの HTML ビルド版を CLI 配布できるようにする #375）を見送るため。
• base-overlay型: #366の設計で入ったが、#372でLPにはsingle-project-variant型が採用され、使うテンプレが1つも無いため。

HTML版を見送る理由

• Astroの出力はminify済み（1ページ約50KBが2〜25行）で、手で編集する配布物に向かない。
• JSが<script type="module">のため、file://で開くとブラウザがブロックして動かない。
• CLIはgigetでGitHubから取得するため、生成物をコミットし、sourceとのずれをCIで検査し続ける必要がある。

HTMLが欲しい場合は、Astro版をnpm run buildしてdist/を使えば足ります。

base-overlayを消す理由

#372では、variant間で構造の違い（独自のkeyframesやclass prefix）が大きく、共通baseにする利点が薄いとしてLPへの採用を見送りました。残る想定用途は未作成のwebカテゴリだけですが、業種ごとに構造が違う点は同じです。今後もsingle-project-variant型に倣います。

変更内容

• templates/manifest.ts: StaticHtmlTemplateDef・BaseOverlayTemplateDefとStackの'html'を削除
• packages/lism-cli: 両型の分岐（取得・マージ・package名の書き換え・HTML向け案内）、stackの表示名html、専用メッセージ2件、テスト3件を削除
• apps/site/src/config/templates.ts: stackのhtmlと、sourcePathを持たない種別向けの例外処理を削除
• scripts/build-previews.mjs: stackのhtmlと、非対応kindのスキップ処理を削除
• documents/cli-guide.md: 両型の規約・予定の記述を削除
• docs/decisions.md: 2つの決定を追記

確認

• pnpm --filter lism-cli test: 110件成功
• nr typecheck: エラー0件
• nr lint: エラー0件（既存の警告のみ）
