Justification / use case

Part of the dictionary batch for DPP steel content specification v0.0.2 (material-identity/schema#370): 10 new entries in this request, published as one self-consistent batch together with the other nine requests of the epic.

The quantities and measurement units that the numeric data elements of DPP steel content specification v0.0.2 reference (recycled content, carbon footprint, concentration, product mass, nominal dimensions). Every numeric element carries unit (a MeasurementUnit entry) and quantityKind (a Quantity entry), so these must be published together with, or before, the elements that reference them (check 5).

  • percent deliberately carries no quantityKind: pinning % to mass fraction would make the one percent entry unusable for anything else. Mass fraction is asserted on each data element instead.
  • kilogramCo2eqPerTonne (kg{CO2eq}/t): UCUM ignores annotations, so the code reduces to 0.001 of the unit one. The carbonFootprintIntensity Quantity and the unit's quantityKind keep it apart from %; no conversions are declared, deliberately. Dimension 1 is a UCUM consequence, not a claim that CO2e mass and product mass are commensurable.
  • UCUM codes validated on 2026-09-30 against the NLM UCUM service (%, kg, t, m, mm, kg{CO2eq}/t: all valid).
  • metre is needed as the coherent SI unit of length.
  • ISO 80000 references use the RFC 5141 URN of the dated edition (all three parts: ISO 80000-3:2019, -4:2019, -9:2019 are edition 2). The ISO 80000-9 item number for mass fraction was not verified, so no clause is cited (a wrong clause is worse than none).

Sources verified 2026-09-30: ESPR 2024/1781 (EN/DE OJ), CPR 305/2011 and 2024/3110, UCC 952/2013 and DA 2015/2446, CN Regulation 2658/87, Regulation (EU) 2026/1384 and Implementing Regulation (EU) 2026/1963, the JRC steel DPP draft (2026-03-31; printed page numbers). Every entry carries en and de preferredName and definition.

Reference URIs

Legislation cites the specific OJ expression ELI (…/oj), never the consolidated alias. Standards cite a dated, version-stable identifier: ISO standards the RFC 5141 URN of the edition (urn:iso:std:iso:<number>[:-<part>]:ed-<n>); CEN ENs without an edition-specific public URI a dated URN urn:cen:en:<number>[-<part>]:<year> (urn:cen: is not an IANA-registered namespace — used as a version-stable identifier only). The undated designation stays in name. The convention is recorded in REVIEW.md §3 with this batch.
