Justification / use case

Part of the dictionary batch for DPP steel content specification v0.0.2 (material-identity/schema#370): 6 new entries in this request, published as one self-consistent batch together with the other nine requests of the epic.

Identification data elements of the steel DPP (ESPR Art. 9(2)(d), Art. 27(5), Annex III(b)–(d); JRC draft T8 p. 51). The unique product identifier (heat number, EN 10168 C00) stays in the EN 18223 header and is not a dictionary entry.

• modelIdentifier has no definitionStandard: EN 10168 B07 is "Identification of the product", not a model identifier.
• castLotNumber is "and/or"-shaped (REVIEW.md §1); kept as one entry because the JRC has one row. Triage: split into castNumber and lotNumber if preferred.
• gtin: ESPR's attribution to ISO/IEC 15459-6 is loose (15459-6 covers product groupings; GS1 is an issuing agency under 15459-2), so GS1 General Specifications Release 26.0 (Jan 2026, dated URI, resolves) is cited. The content spec stores the value normalised to 14 digits (^\d{14}$, the AI (01) form).
• cnCode (^\d{8}$) and taricCode (^\d{10}$): the entries are edition-independent; the CN is re-issued annually. ESPR Art. 13(1) makes the registry store the commodity code; customs check it under Art. 15(2). TARIC also has ESPR Annex III(d) as a DPP hook — only one legalBasis fits the envelope, so the entry cites Regulation 2658/87 (which defines the code) and the ESPR hook is recorded here.
